Comprehensive development occurs in areas by integrating the physical, institutional, social and economic infrastructure. The Smart City Mission aims at urban transformation through an area based approach, which can be derived by seeking convergence of other Central and State Government Programs / Schemes with this Mission.

At all stages, various departments and agencies of the State Government shall have to contribute towards the data & information collection, planning and implementation of the Smart City Proposal. In such a scenario, it is necessary to formulate an integrated team for the successful implementation of Bhubaneswar’s Smart City Proposal. Bhubaneswar has a diverse set of stakeholders that need to be included in this proposal including administration and governance, roads, electricity, water supply systems, sewerage and drainage systems, IT and Telecommunication systems along with other social infrastructure and service providers like education and health.

At the planning stage itself, this scheme for the city must seek convergence with Atal Mission for Rejuvenation and Urban Transformation (AMRUT), Swachh Bharat Mission (SBM), National Heritage City Development and Augmentation Yojana (HRIDAY), Digital India, Make in India, Skill Development, Housing for All, construction of Museums funded by the Culture Department and other programs connected to social infrastructure such as Health, Education and Culture along with other policies and schemes of State Government. With this view, the following entities will play an important role as Team Bhubaneswar to deliver Bhubaneswar Smart City

An interdepartmental task force consisting of parastatal bodies, Urban Local Body (ULB), Urban Development Authorities (UDAs) and other Government agencies has been constituted for overall monitoring of the project at city level. The task force shall undertake inter departmental coordination among various city level organisations and will resolve issues at city level. It shall be a focal point for redressal of public grievances. It shall hear the grievances of public and different executive agencies and resolve them for smooth and faster implementation of mission programme. The task force shall be serviced by Special Purpose Vehicle (SPV) to be constituted for Smart City Programme. This Inter Departmental Task Force shall meet at least once in every quarter and more often, if required, to address the issues at city level for implementation of this Mission.
